So to the answer my CPU usage all of the sudden became high over the last few weeks, i'd tried to trouble shoot as others and Microsoft had suggested, though nothing worked. Interestingly enough I had this fixed for a couple weeks by deleting everything from my steam install directory except the steam apps folder and the steam.exe file. Steam Client Bootstrapper Not Working ~ Windows 10
